Free Business Plan Funding Proposals

What do you think about this proposal to replace our health care dilemma?
First of all, I think we can all agree that our "commercial" system we have now and must be replaced. Now, what about this? 1. All workers must pay say 2% of our salary (automatically deducted) each week. 2. Our employers match it with another 2%. 3. The federal government paying an additional 2% 6% every week, which will go into a separate health insurance fund whereby group. Separated from the federal budget; separate account all the time so. As we all pay the same percentage of each week, regardless of income. We all know there is nothing for free, but so employees Businesses and government must pay equally. Of course, the rich pay more (fair share), and the poor will pay less (proportion). To cover all our health care and prescription drug coverage. And since we all contribute what it can not be called socialism or free health care. We could call it something like an American Triad Medical Insurance Plan.
I speak as a conservative, but I know our current non-profit health care function. Your suggestion sounds pretty good, actually. But we must make sure that whoever runs the program do this effectively, and should not be long waits or regulation, I heard about this in some countries with socialized medicine. My father had quadruple bypass surgery at age 81 years. I was told, in some countries, it would not qualify because they have an age cut-offs for specific procedures, as a form of rationing. Well, my father was still alive nine years as a good outcome of this surgery and I'm happy, Medicare had to pay for it. And we must carefully monitor the type of corruption and fraud which currently plagues Medicare and similar programs. Devise a way to resolve this issue, too.
