In small / medium enterprises, which is responsible for creating a business development?

For a small business, business plan can be done MD / CEO, along with their key people on board. If the organization is more structured, there was no a sales / marketing team that will take care of it. In large organizations, there is a separate department or The division specializes in pre-Activities (which cooperates sale). In small companies, usually there are no hard and fast rules because things are more flexible, and even entry-level person can participate in BD.
